Meet a seasoned executive and accomplished professional with a diverse background. Mr. Abu Bakarr Sappay Foray-Musa is the Deputy CEO at the Universal Access Development Fund (UADF) in Freetown, Sierra Leone. He is a fine gentleman, people-centric and multi-skilled professional with more than 10 years of working experience, largely in the public sector, with a short stint in the private sector, in various leadership, management and technical roles in the United States of America (USA) and Sierra Leone.

He holds a Master of Science degree in Geographic Information System (GIS) from Temple University (Pennsylvania, USA, 2020) and a Bachelor of Science degree in Environmental Science (Environment & Development) from Njala University (Freetown, Sierra Leone, 2010). His expertise extends to project management, having earned the prestigious Project Management Institute’s (PMI) Project Management Professional (PMP) certification in June 2022. He has profound working knowledge, experience and expertise in Telecommunication’s Infrastructure and Services Mapping and Assessments; Universal Access and Connectivity; Geographic Information Systems (GIS) and Remote Sensing; Project Management, Research, Monitoring and Evaluation (M&E); Environmental Impact Assessment and Management; and Climate Change (Mitigation and Adaptation).

With a rich working experience in both Sierra Leone and the United States, he has made significant contributions to various organizations and projects.

In September 2022, he was appointed as Deputy CEO of the Universal Access Development Fund (UADF), a statutory entity established by the National Telecommunications Act, 2006, as revised by the National Telecommunications Authority Act, 2022 to promote the provision and expansion of universal access to telecommunications infrastructure and services, and the utilization of basic ICT and broadband services in underserved and unserved communities, especially in remote and rural areas, in Sierra Leone. At UADF he has led a robust transformation in the strategies, programs and projects, leveraging stakeholders’ participation, training and capacity building and effective supervision, for the delivery of inclusive and sustainable universal services outcomes; showcasing his leadership and management capabilities.

Prior to his relocation to Freetown, Sierra Leone, he was serving in the Fort Indiantown Gap – National Guard Training Center in Lebanon County, Pennsylvania, USA as the Principal GIS Coordinator (2021-2022). In this capacity, I delivered cartographic and analytical support for new range development proposals, land rehabilitation and maintenance efforts, and soldier support missions.

Mr. Foray-Musa was also GIS Specialist (2020-2022) at Data Lighthouse Consulting, Philadelphia, USA, where he demonstrated proficiency in GIS and remote sensing technologies, spatial data management, analysis and visualization.  During his tenure at Temple University, Philadelphia, Pennsylvania, USA, Mr. Foray-Musa excelled as a Remote Sensing and GIS Analyst (2019-2020), showcasing his strong analytical skills. He was contracted by the Geography and Urban Studies Department to provide technical leadership and support the Long-term Analysis of Vulnerability and Adaptation (LAVA) research.

Prior to his career in the USA, Mr. Foray-Musa played a crucial role as Head of Programs, Planning and M&E (2014-2016) at the National Children’s Commission in Freetown, Sierra Leone, contributing significantly to the development operationalization framework and M&E systems. He also served as Head of M&E (2011-2016) at the Ministry of Social Welfare, Gender, and Children Affairs, for the Government of Sierra Leone, where they pioneered the development of the Ministry’s first M&E system in collaboration with stakeholders and donor agencies.

It is important to note that his journey began at the Counterparts in Rehabilitation and Development in Sierra Leone (CORD-SL), where they started as a Community Mobilizer (2009), deployed in Moyamba District, and quickly rose to the position of District Coordinator (2009-2011), Kono District, due to his hard work and results-oriented approach. His efforts significantly contributed to the post-war rebuilding of Kono District.
