The Universal Access Development Fund (UADF) CEO, Madam Marie Momoh, and Deputy CEO, Mr. Abu Bakarr Sappay Foray-Musa, recently paid a courtesy call on the Chief Minister, Dr. David Moinina Sengeh, at his Statehouse office. This visit allowed the UADF leadership to congratulate Dr. Sengeh on his appointment as Chief Minister officially, and further commended his instrumental role in propelling President Julius Maada Bio’s “Big 5 Game-Changing Agendas.”
During the visit, Madam Momoh articulated the purpose of their call: to update the Chief Minister on UADF’s strides toward achieving universal access to communications technology, especially in underserved and unserved communities. She shared insights into the challenges these initiatives face, particularly in marginalized regions where geographic isolation exacerbates digital exclusion. Mr. Foray-Musa, who also serves as UADF’s Operations Director, highlighted key programs that UADF is undertaking. He listed the UADF’s programs such as the Rural Telephony Program (RTP)- satellite-based rural access solution, Mobile-PECK (providing mobile-enabled financial services and support), the Community Digital Services Centers (CDSC), Access to Mobile Devices (distribution of mobile phones), and support to the “Feed Salone” initiative aimed at bolstering agricultural productivity through digital solutions. He emphasized the critical role these programs play in bridging the digital divide across rural Sierra Leone, presenting maps, charts, and tables that showcase UADF’s progress and success stories.
The UADF team also acknowledged the government’s support for universal access through regulatory efforts and financial commitment. Mr. Foray-Musa, however, noted key challenges hindering further progress. He cited the low universal access and services levy of 0.75% (the least in the subregion), delayed and inconsistent payments of levies, and limited alternative funding options.

Madam Momoh took the opportunity to request the Chief Minister’s support in advocating for an increase in financial support for UADF and a reassessment of the current levy structure to better fund and sustain universal access initiatives.
In response, Chief Minister Dr. Sengeh expressed his gratitude for the UADF leadership’s visit, recognizing the importance of their work in advancing the government’s Big 5 Agenda. “To achieve the Big 5, as well as essential goals in e-government, digital financial services, and market expansion for the Feed Salone initiative, universal access and connectivity are indispensable,” he stated.
Dr. Sengeh highlighted the alignment between UADF’s mission and his “Radical Inclusion” approach, which seeks to ensure that marginalized communities, particularly persons with disabilities, youth, women, and girls, benefit from digital inclusion efforts. “The work of UADF is critical to promoting radical inclusion, making sure that no one is left behind,” he said, noting that UADF’s commitment directly supports the broader national goal of inclusivity.
In closing, Dr. Sengeh pledged his personal and professional support for UADF’s mission. “I will knock on doors! I will open doors! I will engage my network, reach out to stakeholders, and promote UADF’s efforts on my social media platforms. We must deliver,” he asserted. He encouraged UADF leadership to continue reaching out for support and promised his office’s unwavering commitment to advancing their mutual goals for the people of Sierra Leone.
